CRE must always be in position to hire vendors that will meet their service needs at a fair price. The selection based on "best value" will be critical, where making a mistake on a "lowest cost" provider could be detrimental. The US Federal Government has spent decades refining how it purchases services, recognizing that a "best value" may not be lowest cost. The government is also subject to intense procurement scrutiny and must be able to demonstrate an objective and quantitative evaluation.
